 RESPONSIBILITIES

  • Review and assess the impact in terms of cost, schedule and/or performance of revised or new policy guidance and regulations for approximately 5 small programs within the PEO.
  • Assist in the development of responses to DoD Inspector General, GAO, and various external audit agencies such as Army Audit Agency.
  • Support the Government’s financial audit preparation to include collecting purchase requests, IAAs, MOUs, MOAs, contracts, and other pertinent documentation for review and/or presentation.
  • Implement procedures to monitor technical, cost, and schedule performance; establish metrics to assess and report project status in order to and predict deviations from the planned or required performance (cost, technical, or schedule) in sufficient time to take corrective action.
  • Provide content to assist in budget formulation, submission, and reporting of designated PEO programs.
  • Conduct comprehensive in-depth evaluative analyses of business financial operations and procedures to initiate/develop/recommend modifications in order to enhance processes and/or correct identified deficiencies.
  • Develop cost estimating models and life cycle cost estimates.
  • Develop analyses of the cost to the government of a program over its full life, including costs for research and development, testing, production, facilities, operations, maintenance, personnel, environmental compliance, and disposal in the form of Life Cycle Cost Estimates (LCCE).
  • Prepare life cycle cost estimates using the DoD/PEO standard model(s), to include defining the cost estimates, facts, assumptions, variables, and parameters within the model.
  • Perform cost/benefit analyses, affordability analyses, cost estimating drills, economic analyses, and other cost assessments (which could include either return on investment (ROI) or statistical analysis dependent on the item under review) to support the recommendations.
  • Apply cost expertise in the areas: requirements generation process; planning, programming, budgeting, and execution (PPBE) process; and program life cycle.
  • Respond to data calls.
  • Other duties as assigned.
QUALIFICATION REQUIREMENTS

  • Bachelor's degree (preferably in a financial or business discipline) or 7 years relative experience
  • Experience performing analyses in various finance and accounting functions such as Budget Formulation, Budget Justification, Budget Execution and Tracking/Review
  • Experience performing cost/benefit analyses, affordability analyses, cost estimating drills, economic analyses, and other cost assessments (which could include either return on investment (ROI)
  • Experience developing cost estimating models and life cycle cost estimates
  • Familiarity with the Office of the Secretary of Defense (OSD) Guidance, Department of Defense (DoD) Financial Management Regulation (FMR) and Office of Management and Budget (OMB) Circular No. A-11
  • Familiarity of current DoD budgetary principles and their associated operational impact
  • Familiarity with Program Objective Memorandum (POM) submission process with DoD organizations and/or Military services
  • Experience writing and or researching within DoD Appropriations and budget documents
  • Experience with the execution DWCF and Appropriated funding
  • Excellent written communication skills
  • Expert level user of Microsoft Office Software and SharePoint
  • Experience writing official public releases, strategy documents and or DoD communications experience is highly desired
